You could always google 'switch japanese locale'.. It should pop up somewhere.. ... Nevermind.. Let me do that for you...

... You should choose the 'japanese' in the choices somewhere.. its literally in JAPANESE texts which I cant type.. First character kinda looks like a 'squared 8'...

The thing is.. Once you change it, your system pretty much uses Japanese to install things.. Im not saying ALL programmes, but some program interface really did became Japanese... You also need to restart your computer every time you change it.
