Not that much of a loli fan, seeing most of them are actually annoying at times, does tenshi count as loli?

My favorite one would be the first one that I liked, Tomoyo Daidouji.

There is nothing special about her, but I like her look and how her character can go from someone completely obecessed with dressing up and filming Sakura to someone more level headed than most of the cast.

My lack of sleep is probably affecting my memory, so do you have examples of those "evil" or "annoying" lolis? I know that there are several characters that I wouldn't mind beating on them with a shovel until they stop moving, but nothing comes to my mind at the moment.

Well uh, evil lolis, maybe Jakuri or Etna ? Both are evil at some level, though I like both a lot, Jakuri especially =/!
Bund girl is also a loli, and she certainly got an interesting view of the world and doesn't back away from some pretty hefty stuff, guess you could consider her evil too =/?
