It depends on the strategy. If viewed like you mention it then yes, 2.000 sales mean essentially nothing.

On the other hand, if you're a company trying to break into a new market, using internet-only based sales mechanism that costs you next to nothing and expect likely failure, 2.000 sales may be viewed as quite a nice start.
