Pretty much. I roughly based it on the raw's arc&chapter titles and volume 1&2's cover illustration.
I've also decided to end volume 2 at chapter 60.

The next arc about lyuu will be over with the next chapter release. As for Volume 11, by looking at the cover of Vol11 it's about the visit to the sheep horn clan village, it might also include the arc after that and looking at how translator only releases 4 or 5 chapters a month, you should wait for about 4 or 5 months for completion of vol11.

WN Volume 12 is completely translated.
Which should I start WN or LN?

For this series, the WN and the LN are almost the same. The official translation (thus the LN) is translated with cleaner English than the fan translation (the WN), but again, there are almost no differences between the two.
The WN is a bit further along, but there are still a good handful of LN's out.
