It's probably due to the weird way licensing of voice acting works in Japan. From what I've gathered, the companies that the voice actors work for get royalties from the sales of products where it is included, and there are different rates in play when the work is released internationally. It's certainly not the first game where extra voice acting that has been produced after the game itself was released costs money to buy for countries outside Japan, or simply never gets released internationally at all because it is licensing hell.

For example, I believe this was the case for Fortune Summoners, and included Japanese voice work was also the reason why Persona 4 Arena became the only region locked game on the PS3.

Basically, the voice patch costs them money to distribute and thus they need to charge for it. At least, that is my assumption.

I think you're about right, from what I previously read in the past. If I remember correctly, it's also the reason why sometimes an officially localized Japanese game will either come out unvoiced if they haven't bothered voicing it into the target language or won't have an option for the Japanese voices, because the exchange(s) with the Company holding the rights to the voice acting might've failed, or wasn't worth the hassle for either or both sides in the long-haul mainly due to what you said - all that licensing shenanigan, - and the company would request for the Voice Actors' works to be removed from the localized game or something similar to this fashion. Well, I'm basically saying the same thing as you are.

Someone correct me if I'm wrong. I am not up-to-date with video games as of late, and I don't read-up vidya news as much as I used to.

I find this quite surprising either way, It'd feel kinda awkward if I bought a game from the Japanese PSN and suddenly couldn't play it because it was one of the rare games to be region-locked.

Other games don't tend to have something as stupid as leaving the voiceover rights on the hands of the agency that provided the talent to do them, which is IG's reasoning behind milking the people who already paid for the game in the hopes of eventually getting a finished product.

And even if that were the case, if small fry like NISA can do it, there is no reason for the top publishers to not do it. The only exceptions are games that fill BDs like Final Fantasy XIII, but those aren't the norm.

As for Persona 4 Arena, it was done that way to stop the Japanese from importing the American release that was a lot cheaper. They were released with two weeks between them.

Ahh, I see. That's a smart move I suppose, business-wise, that is.
As a player, though, I don't like that. Actually, I dislike any form of region-locking just like everyone else. *shrugs*

The US and EU releases are region locked because they have the original Japanese dub included as well as the English one. There was even a 9 month difference between the US and EU releases, and Atlus flat out said that this was because of the Japanese vocals being included and the region locking caused them to have to use an external distributor for the EU release. In the case of P4Arena it was said that it was region locked to prevent Japanese players from importing the game cheaper from the US than they could get it locally, which is why I would assume the Japanese version is not locked.
