Can anyone tell me why am I unable to extract the 3rd file from the folder?
Sounds like you need to update winrar/7zip, and extract in japanese locale.

I've tried with the newest version of winrar (4.10 Beta) and I've also set my system locale to Japanese.
However, the file doesn't seem to be extracted. ):
redownload and see if it's corrupted?
What's the error that comes up?

Those are the two .exe files of your archieve.
